All this was decided in order to celebrate the Great Church holidays and dates simultaneously throughout the world. However, as everyone knows, this never happened and Catholic holidays take place earlier than Christian ones.

Therefore, from the point of view of both the Christian and Catholic religion, it is possible to marry in a leap year. This is the same year as everyone else - the only difference is the addition of one more day in February.
